I am using ClearOS 7.1 Community. When I try to install the IMAP and POP server it doesn't work and I get the following message:

Exception: [u'ERROR with transaction check vs depsolve:', 'php-pear-Net-SMTP >= 1.7.1 is needed by app-mail-routing-core-1:2.1.24-1.v7.noarch', 'imapsync is needed by app-imap-core-1:2.1.10-1.v7.noarch', 'php-pear(Net_Socket) is needed by php-pear-Net-LMTP-1.0.2-1.v7.noarch']

How can i fix this?

On your failing machine, if you have clearos-centos-verified enabled you should also enable clearos-centos-updates-verified.

If you wanted to find the answer to what made it work, have a look you your yum log and check out the packages which were installed at the time with the yumdb command, or perhaps with "yum --enablerepo=* list --showduplicates then_your_package_list" which marks each package which you have installed.

    yum clean all
    yum-config-manager --enable clearos-updates
    yum update
    yum upgrade
    yum --enablerepo=clearos-centos,centos-updates-unverified install fail2ban fail2ban-systemd
    yum --enablerepo=clearos-centos,centos-updates-unverified install app-smtp-core
    yum remove app-smtp-core

Two things. Firstly you are running ClearOS 6.7 and not 7.x. Secondly, can you try running a modified form of Ben's command:
    yum --enablerepo=clearos-centos-updates,clearos-centos install app-imap

To find out what is wrong, can you please post back the output of:

    yum repolist

Once you do that, your solution to your problem is to run:

    yum --enablerepo=clearos-updates,clearos-centos install app-imap
