I'm going nuts trying to figure out where I need to increase my php upload_max size, apart from every single instance of php.ini on my ClearOS server. I've got an installation of Joomla and I'm using the PHP 7.1 engine. I've changed the value in every instance of php.ini that I can find and restarted apache each time. Heck, I even restarted the Webconfig I'm going so nuts, but Joomla shows the values never change. I know it's right because I can't upload large file sizes to my web server. Anyone know what I'm missing? Thanks in advance.

Figured it out, thanks to a hint from this forum link: https://www.clearos.com/clearfoundation/social/community/php-engines-v7-1-virtual-host-change-upload_max_filesize.

I had edited the php.ini file in this directory: /opt/rh/rh-php71/register.content/etc/opt/rh/rh-php71, then restarted apache, to no avail. Then after reading the post above, I looked in the services manager app in the Webconfig and saw an entry for php. I was able to restart rh-php71-php-fpm and then the edit took, meaning Joomla was seeing the increase in upload_max.
