Hi Sioto.....

1. Block Facebook by adding it to banned sites under Gateway > Content Filter > App Policies > Banned Sites
2. Create a new user group under System > Groups and make users who will have access to Facebook members of this new group
3. Add a new policy under Gateway > Content Filter > App Policies > Add, and assign the User Group you have just created to it.
