My ClearOS Setup is Standalone With No Firewall and yet still i cant connect to my SQL server i tried stopping the firewall service nothing happened.

Silly question time.
Is MariaDB running (Webconfig > Server > Database > MariaDB Database Server)?
Are you able to connect through the supplied interface (phpMyAdmin)? (same place in the Webconfig)
Are you trying to connect to the main instance on port 3306?
What is the result of "netstat -anp | grep my"
